Worker Licence Application Requirements
 
Application for an Electrical Technician's Licence
An electrical technician's licence entitles the holder to carry out the following electrical work ;
(a) install, repair, maintain, operate, inspect and test an electrical installation where the operating voltage of such installation does not exceed 1000 volts and the approved load of such installation does not exceed 500 kVA;
(b) design and submit plans and drawings of an electrical installation where the operating voltage of such installation does not exceed 1000 volts and the approved load of such installation does not exceed 150 kVA, except that the limitation of 1000 volts shall not apply in the case of an Electric Discharge Lighting Circuit; and
(c) carry out any work or switching operation as instructed by or under the supervision of an authorised high voltage switching engineer.

Applicants are required to be familiar with
(a) Electricity Act 2001;
(b) Subsidiary Regulations governing electrical safety in Singapore [ie Electricity (Electrical Workers) Regulations and Electricity (Electrical Installations) Regulations]; and
(c) The Code of Practices stipulated under the Electricity (Electrical Installations) Regulations [ie SS 638, SS 650: Part 1, SS 650: Part 2].

For further information, applicant for an electrical technician’s licence must have adequate knowledge in electrical principle and familiar with the Code of Practices to ;
(a) Design, which includes selection and erection of equipment, and specification of protection devices for safe operation of any electrical/supply installation not exceeding 150 kVA.
(b) Carry out installation work, which includes erection and modification on any electrical/supply installation [including any special installations or locations stipulated in the CPs] not exceeding 500 kVA. Inspect, test and commission, including the setting of protective devices to disconnect part or whole of the installation to prevent danger to people or livestock when an electrical fault is developed.
(c) Operate and maintain any electrical/supply installation not exceeding 500 kVA in accordance to the requirement and procedures set out in the CPs, including periodic inspection and testing required for a safe and operational installation.

Qualifications
An applicant who meets the following requirements may apply for the electrical technician's licence -
(a) possesses a diploma majoring in electrical power engineering relevant to the electrical work which an electrical technician is authorised to perform, or such other qualification as may be acceptable to the Authority; and has not less than 2 years practical experience in Singapore relevant to the electrical work which an electrical technician is authorised to perform; or
(b) possesses a diploma majoring in electrical power engineering relevant to the electrical work which an electrical technician is authorised to perform, or such other qualification as may be acceptable to the Authority; and has not less than one year practical experience in Singapore relevant to the electrical work which an electrical technician is authorised to perform; and has successfully completed a course of instruction specified on the approved courses webpage that is relevant to the electrical work which an electrical technician is authorised to perform; or
(c) possesses an electrician's licence; and has not less than 5 years practical experience in Singapore relevant to the electrical work which an electrician is authorised to perform, beginning on the date the electrician's licence was issued to him; and has successfully completed a course of instruction specified on the approved courses webpage that is relevant to the electrical work which an electrical technician is authorised to perform.

Application fees
The application fee for an electrical technician's licence is $50/- and is non-refundable. Upon approval of your licence application, login to EMA e-Services Website with your Singpass to pay the $60/- licence fee.

Interview Assessment for Applicant with Passed Written Assessment
For applicants who were successful in his/her previous assessment, he/she may only re-apply for the next interview assessment after gaining not less than 6 months of additional relevant practical experience from the date of his/her last assessment.
Please ensure that you have successfully passed the written assessment before applying for the interview assessment, otherwise, your application will be rejected.

Interview Assessment for Applicant from Train System Public Transport Operators
For applicants who are employed by the Train System Public Transport Operators and have gotten support from their employer may apply for an interview assessment for a Restricted Electrical Technician Licence. Applicant will be required to upload a copy of the supporting letter from their employer along with the application.
Please ensure that you are an employee of the Train System Public Transport Operators and have valid supporting letter for the application, otherwise, your application will be rejected.

Q. What is the type of image file requirement for the photograph?
A. The image file for the photograph shall be in .cmp, .gif, .jpg, .wpg, or .png format up to a maximum 150KB size.
Q. How do I send attachment for the scanned documents?
A. You can scan all the relevant documents and save it under one file name or zip them before you do the attachment. Each attachment file shall be in .zip, .pdf, .jpg, .tif, .tiff or .gif format up to a maximum 1MB size.
Q. What is the requirement for a self-employed person to apply for or renew a licence?
A. A self-employed person is required by law to pay Medisave contributions if his yearly net trade income exceeds $6,000/-. For application or renewal of a licence, the applicant must ensure that he has paid up his Medisave liabilities or has arranged with the Central Provident Fund Board to pay his Medisave liabilities by instalment. For more information on the Medisave for the self-employed scheme or to check the Medisave liabilities status, please log on to CPF website at www.cpf.gov.sg.
Q. What documents do I need to attach if I am not a Singapore Citizen?
A. You are required to attach a copy of the valid work permit or employment pass with this online submission.
Q. How can I find out whether my online application is successful?
A. Once your online application is successfully submitted, an acknowledgement of receipt will be displayed and an application reference number assigned to you for enquiry of your application status. You will be informed by e-mail to attend a written assessment test and an interview.
Q. When can I expect to be scheduled for the interview/assessment?
A. Generally, after your application is successful, EMA will inform you via email within 10 working days to attend an assessment within the next 20 working days. Do look out for the e-mail at your mailbox.
Q. When will I know the result of my interview?
A. Generally, you would be informed within 14 working days after the interview/assessment. However, in some cases it may take a little longer. You can also check your worker licence application status above in our ELISE website. If your application is approved, you will be notified to make payment for the licence fee.
Q. How do I collect my electrical technician's licence?
A. After your application is approved and you have made payment for the licence fee, a card licence will be sent to you by AR registered post within 7 working days.
